Military Confinement - While many may find working in a correctional facility dangerous and intimidating, some law enforcement career members see the job as an opportunity to experience new things.

Staff Sergeant Ryan Scholl, 88th Security Forces Squadron entrapment noncommissioned officer at Wright-Patterson Air Force Base, said he encounters something different every day at his position.

"The shift day can be filled with processing paperwork or transporting inmates to meetings around the base," Scholl said. "Every day is not the same 'cookie-cutter' day... I was once called at two in the morning because of an emergency with an inmate. We always have to be prepared for any situation."

The Wright-Patterson Air Force Base Detention Facility provides a safe, secure, and rehabilitative environment for court-martial or pretrial detention of military members suspected of crimes punishable under the Uniform Code of Military Justice. If the member is considered a flight risk, their commanding officer may order their detention pending trial.

Prisoners are kept for up to a year. Later, if convicted, the length of their sentence will determine whether they are sent to a Level 1, 2 or 3 facility. For example, US prison Fort Leavenworth is a Level 3 facility.

"Our containment section is much smaller in size than the off-base facility," Scholl said. "We can only house one gender at a time. If multiple genders need to be housed, the other is sent to the Greene County Jail - that's where they'll stay until the other gender leaves or is transferred."

Scholl explained that detention is a rehabilitation facility where inmates are sent "as punishment, not punishment." All prisoners are treated fairly, firmly and impartially.

While incarcerated, inmates can use military resources and speak with professionals in mental health, alcohol and drug abuse prevention and treatment, and chaplaincy offices. They can take classes, learn how to write resumes, and use a computer (without an Internet connection) to prepare legal documents.

During regular duty, an alternate non-commissioned officer accompanies Scholl in his section, but the facility is continuously monitored by the Base Defense Operations Center, Duty Air Traffic Control and cameras for additional surveillance.

Scholl attended the Navy School of Corrections at Lackland AFB, Texas. There he was taught techniques such as how to communicate with prisoners, defuse situations, forced cell extraction and self-defense and combat skills.

In a forced cell evacuation, if there is an unruly inmate who does not want to leave his cell, members of the security forces will enter a five-man squad equipped with protective gear and enter the cell to remove the inmate.

Another guideline he learned was to maintain a "response gap" of about six to eight feet when dealing with inmates whenever possible.

He once took a prisoner to the Naval Consolidated Brig Miramar. The prison is a Level 2 facility in San Diego.

In addition to maintaining the facility, Scholl can be assigned to perform other duties within the operations department on his flights or be called upon at any time when problems arise with inmates.

Scholl served as a non-commissioned officer for one year, the usual length of time for the position. He will be transferred to another section within the security forces squadron.

KAISERSLAUTERN, Germany - Today's open house and facility visits culminated years of hard work and coordination between the U.S. Europe, Installation Management Command-Europe and the U.S. Corps of Engineers-Europe. The events of December 16 indicate that the U.S. The Regional Correctional Facility-Europe Detention Center at Sembach Kaserne is fully operational, marking another important European infrastructure milestone.

Local leaders learned about the new correctional center, its capabilities and the project's completion history. The day marked the end of a project that began more than six years ago with the decision to replace the prison at Coleman Barracks in Mannheim, Germany.

Planners, construction crews and military police met for four years to develop a design and select a location. In May 2013, construction crews broke ground on the Sembach Kasern, said Carl Datarmann, general engineer for the 21st Theater Sustainment Command and a resident of Bad Kreuzenbach, Germany.

"We submitted the first request for a new facility in 2008 with a form that required direct approval by Congress," Dauterman said. "Once they gave us the go-ahead, all the other plans started to fall into place."

"Multiple agencies had a hand in the design and development of this facility," said Maj. Michael Swanton, 21st TSC engineer in charge and native of Thorpe, Wisconsin.

"Completion of this project required direct communication, leadership and partnership with US Europe, 21st Theater Sustainment Command, Installation Management Command-Europe, US Corps of Engineers, US Garrison Rhineland-Palatinate and 5th Signal Command," Swinton said.

A tour participant, Major General John R. O'Connor, commanding general of the 21st TSC, commented on the new facility.

"With several base closures across Europe, it was a good move to replace the Mannheim facility, which was originally built in 1962," O'Connor said. "Asset management is essential for a 'stronger Europe' and relocating and consolidating some facilities is just as important as closing others."

An updated facility equipped with motion-sensing lights, advanced personal security systems and intrusion detection sensors makes sense to modernize the force and integrate existing infrastructure, but it will take years for the new facility to reach full operational capacity. Even after facility construction is completed, it takes months to familiarize and certify the teams operating the facility.

Soldiers, sailors and airmen stationed at the correctional facility helped develop protocols for the new prison, facility operations are nothing new to the group. Many of Sembach's staff have years of experience working in penitentiaries in Mannheim.

"I've been working with my team on the new facility for months," said Sgt 1st Class David Barrera, a member of the 21st TSC's 18th Military Police Brigade and a resident of Corpus Christi, Texas. "We're familiarizing ourselves with new technology, making sure it's working properly and training new facilities."

"One of the advantages of this new center is that we can control almost everything from our control room," Barrera said. "We can see everything through our cameras, turn the lights on or off, turn the water on or off, and control every door."

"Everyone involved in this project has done a tremendous job, and the hard work of everyone involved will see the facility reach full operational capacity in the coming days," O'Connor said at the end of the tour. "I'm proud of the work done and the continued work of this team."
